Why Robert Devine Paid for Sandra Birchmore With a Badge and Nothing More

Two of the three Stoughton officers the department found had inappropriate relationships with Sandra Birchmore have paid with their badges and nothing more. Deputy Chief Robert Devine retired in 2022 while the internal investigation was open. The state’s police standards board decertified him in December 2025 after finding he was untruthful about his contact with her, a finding he is fighting in court. William Farwell, Matthew’s twin, agreed to give up his certification in 2024. Norfolk District Attorney Michael Morrissey’s office, whose troopers worked Sandra’s death as a suicide, never charged anyone and said in 2022 it found no evidence of foul play. Sandra’s family hired their own investigators, who called it a homicide, and sued the town, the department and all three men. Retired FBI agent Jennifer Coffindaffer and Tony Brueski on why losing a badge became the whole price, and what a federal verdict on Matthew Farwell does to the department, the DA and the other two.
