D4vd case — the system failures behind Celeste Rivas Hernandez. When Riverside County deputies found David Burke’s number in the phone records of a missing thirteen-year-old, they called him. When LA County deputies knocked on his door for a welfare check, he showed them her yearbook photo and told them a story. They told him her age. What he allegedly did in response — and what law enforcement failed to do in the months that followed — left a child unprotected for over a year.Three missing person reports. A phone allegedly purchased and hand-delivered through a classmate. Trips across the country and overseas. Matching tattoos. His name on a child’s ring finger. Prosecutors say the relationship between Burke and Celeste continued through 2024 with no meaningful intervention from any institution that had a reason to act.This is the first of a three-part investigation into every person and every system that had a chance to protect Celeste Rivas Hernandez and didn’t.
